What Is LACAP?

  • Louisiana Association of Community Action Partnerships, Inc. is an association of 42 Community Action Agencies across the state of Louisiana. These agencies offer numerous programs designed to elevate the economic and social standards of Louisiana's economically disadvantaged residents. Each year, Louisiana's Community Action Agencies serve over 600,000 residents.

    We are dedicated to helping people help themselves and each other.

  • Empowering the Community
    Black Elk Energy: Empowering The Community - March 19-20, 2009

    The Empowering the Community event is an extension of a Black Elk Energy initiative launched earlier this year to assist low income families with their utility bills. Net proceeds from the event will benefit the Louisiana Association of Community Action Partnerships (LACAP) and assist qualified low income households with their utility bills. These funds will also support LACAP in weatherizing homes and building a new training center.

Weatherization Tips

  • Insulation and Air Sealing

    You can reduce your home's heating and cooling costs through proper insulation and air sealing techniques. These techniques will also make your home more comfortable.

    Any air sealing efforts will complement your insulation efforts, and vice versa. Proper moisture control and ventilation strategies will improve the effectiveness of air sealing and insulation, and vice versa.

Poverty In Louisiana

National poverty guidelines indicate that a family of four with a yearly income of $21,200 or less is living in poverty.

20% of Louisiana residents are currently living in poverty. This rate is the second highest in the nation, and the highest in the south.

Louisiana has the highest child poverty rate in the south, with more than 31% of children living in low-income homes.

Of all families in Louisiana, 35% are single-parent families. 57% of these families are living below the poverty level.
